Before you Chase fans panic, he was in a street car, and just looking around at things.
So, he was high-lining his way around the racetrack whentearing the side view mirror off the car.
He goes on to explain that

Now, I don't work at the Speedway, nor do I work for the company that tackled this project, nor am I an engineer by any definition of the term, but I have taken the opportunity over the past week to look at the photo diary of the project that was published by the speedway, and after looking at some of the deconstruction and reconstruction photos I can say that it's the wall that's uneven, and not the barriers.
Could it be that the heavy equipment combined with the lack of asphalt on the inside of the speedway led to the wall shifting?
I doubt it. After all, the track was never perfect to begin with. It could be, that since they went to great lengths to smooth out the surface foundation before laying the asphalt, that the uneven areas in the wall are more evident since the track no longer "dips" in certain areas.
On the other hand, it does appear that sections of the SAFER barrier were not placed in the precise location they were taken from. Or, it could be that pieces were damaged during de/re-construction and had to be replaced. I seriously doubt that would lead to any kind of "bulge", as again the barrier connects to the wall.
I think it's more likely that Jr. was having a little "fun" with the press photographer riding with him (Thanks Wally) and had a little too much fun.
Anyway, it's the wall that ain't straight. The barrier is fine.
